Position Description: MFA is seeking a full-time Project Engineer or Environmental Scientist focusing on air quality and noise to work in our Portland, Oregon office. The ideal candidate will have interest and experience in applying environmental regulations, particularly air and noise-related regulations, for government and industrial clients.

You will serve as a diligent project manager for our clients, in close coordination with MFA teammates and regulatory agencies to facilitate delivery of project results. Your communication skills, both verbal and written, are clear and concise in service to our clients' needs. You are a collegial team player, respecting individuals' skills and perspectives, and have the desire and ability to lead a project teams. You relish taking on a question or problem, utilizing your technical knowledge and experience, to implement solutions for our client.

Minimum Qualifications:

  • 7+ years relevant work experience and a relevant bachelor's degree, plus appropriate continuing education
  • Familiarity and experience with state and federal regulations pertaining to air dispersion modeling, compliance and permitting, including, but not limited to, New Source Review, Title V, New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants
  • Familiarity and experience with pollution control evaluations including, but not limited to, Best Available Control Technology analyses.
  • Experience with minor and major source construction permitting and Title V permitting in the Pacific NW.
  • Application of and basic proficiency with air quality dispersion models AERMOD and CALPUFF, including pre-processors (i.e., AERMET, AERSURFACE, and CALMET).
  • Application of and basic proficiency with one or more air dispersion modeling software packages (e.g., Lakes AERMOD-View, Trinity Consultants BREEZE).
  • Sound technical capabilities and organizational and problem-solving skills
  • Adept at navigating and applying proposed and enacted revisions to regulations
  • Excellent writing and communication skills used to deliver results to clients
  • Demonstrated ability to lead project teams
  • Dedication to client deadlines and willingness to work to meet deadlines as necessary
  • Aptitude to identify and meet client needs with a focus on project budget; regulatory success and technical performance
  • Word processing and spreadsheet software proficiency
  • Ability to perform physical duties including, but not limited to, lifting, use of respiratory equipment and other protective gear, and traversing rough terrain.
  • Valid driver's license/acceptable driving record

Preferred Qualifications:

  • Exposure and interest in noise and vibration studies
  • Experience and interest in emissions inventories
  • Experience with annual and semi-annual compliance reporting and Toxic Release Inventory reporting
  • Air-related experience with NEPA and SEPA regulations
