Position Description: MFA is seeking a full-time Senior Engineer or Environmental Scientist to focus on air quality/noise services in our Portland, Oregon office. In this position, you have experience applying air quality related environmental regulations in a consulting setting. Additionally, you are a recognized expert in the field of air quality, all the while recognizing there's always more to learn. You are very comfortable with air modeling, recognizing the ideal modeling software and when to use it. You regularly take a complex air permitting project, or analysis from design process information through emissions and regulatory analysis, modeling, technology evaluation and written documentation for delivery to agency or client decision-makers. As a senior professional at MFA, you will serve as a primary contact for our clients, in close coordination with MFA teammates and regulatory agencies to facilitate delivery of project results.

In addition to application of your project management and technical expertise, you will develop and maintain relationships with clients, anticipating and responding to their needs, both in your wheelhouse and introducing them to the breadth of services MFA offers. You will serve as a project manager to both existing clients and clients you cultivate, all the while mentoring capable staff to manage tasks and grow as a project manager. Your communication skills, both verbal and written, are clear and concise, and, if necessary, persuasive, in service to our clients' needs. You are a natural leader and collegial teammate, respecting individuals' skills and perspectives. You relish taking on a problem, utilizing your technical knowledge and experience, to implement solutions for our client.

Minimum Qualifications:

  • 15+ years relevant work experience and a relevant bachelor's degree, plus appropriate continuing education
  • Significant experience and expert-level proficiency with air quality dispersion models AERMOD and CALPUFF, including pre-processors (i.e., AERMET, AERSURFACE, and CALMET).
  • Experience and expert-level proficiency with one or more air dispersion modeling software packages (e.g., Lakes AERMOD-View, Trinity Consultants BREEZE).
  • Familiarity and experience with state and federal regulations pertaining to air dispersion modeling, such as Appendix W of 40 CFR Part 51.
  • Experience with leading project teams to assemble construction permit applications, such as Prevention of Significant Deterioration permits, and operating permit applications, such as Title V operating permits.
  • Familiarity and experience with the performance specification level minimum. Experience and interest in emissions inventories
  • Technology evaluation under BACT and/or MACT programs
  • Air-related experience with NEPA and SEPA regulations
  • Sound technical capabilities and organizational and problem-solving skills
  • Excellent writing and communication skills used to deliver results to clients and undertake marketing and business development tasks and initiatives
  • Passion for promoting MFA within the Pacific Northwest environmental industry
  • Ability to work comfortably as a project manager, mentor and leader within a team environment.
  • Demonstrated ability to lead project teams of technical professionals to address complex environmental challenges for clients
  • Dedication to client deadlines and willingness to work to meet deadlines as necessary
  • Interest and desire in identifying, developing and securing new clients
  • Aptitude to identify and meet client needs with a focus on project budget; regulatory success and technical performance
  • Word processing and spreadsheet software proficiency
  • Ability to perform physical duties including, but not limited to, lifting, use of respiratory equipment and other protective gear, and traversing rough terrain.
  • Valid driver's license/acceptable driving record

Preferred Qualifications:

  • Detailed design experience preferred.
  • Direct experience with working with the Oregon Department of Environmental Quality and/or Washington Department of Ecology.
  • Exposure and interest in noise and vibration studies
